By the way.. this eating is sanctioned by higher offices.

I have heard for such a long time that nikubaya.. coffers are empty.

If any of you know civil servants you will attest that money flow has been hard. delayed salary blamed on a technical hitch, FPE funds delayed.. KCB in a fix due to GoK contractors not paid.

I even heard somebody say the Shainis are on a cautious mode kwasababu they are not yet being paid for previous engagements..
