[quote=Swenani]The country’s image abroad is at stake following the failure by the Treasury to allocate Sh679 million to cater for subscription fees to international bodies.

A committee of the National Assembly was yesterday told that the country was facing difficulties in meeting its financial obligations to various regional bodies such as the African Union and IGAD.

Foreign affairs principal secretary Karanja Kibicho said the imposition of the 30 per cent austerity measures on hospitality has resulted into accumulation of Sh100 million pending bill in local hotels.

He told the Defense and Foreign Relations committee chaired by Tetu MP Ndungu Gethenji that the government was constrained in meeting the onuses, a factor that has progressively eroded the country’s diplomatic clout.

Foreign Affairs Permanent Secretary Karanja Kibicho revealed that the country owes over Sh679m in subscription bills to the regional bodies, and has on a number of occasions been barred from voting or participating in major international decisions affecting the region.

When the president goes to some of the regional meetings, he is denied voting rights since we have not paid up,” Kibicho told the committee chaired by Tetu MP Ndungu Gethenji.

“I remember the Abuja incident where a vehicle in our convoy broke down. Such incidents do not augur well for the country’s image abroad,” he said.

The PS also made reference to the presidential trip to Moscow last year, and revealed that the president had ordered that the government purchases new vehicles for the embassy.

Those two helped make noise at ICC. Scratch their backs back.
If the PORK "visits" the Hague who gets billed? Mind you he did say its a personal issue.
If you stay ready, no need to get ready.

If you have EVER dealt with anything called a budget, you will know that this is really the RIGHT procedure. For example, you had NOT BUDGETED for a trip to the USA to meet OBAMA and then he invites you as one the few Africans out of the blue, what process would you follow to ensure you are in line with tight budget controls, You make a request. I am sure this is better than Kibaki era, which would perhaps spend the funds and explain/account later, these people are really disciplined financially. At least you will not buy second hand cars and start explaining later.

Someone seems to understand. What Treasury is presenting to the National Assembly is a supplementary budget either to reallocate resources or allocate resources to activities that had not been budgeted for. The digital angle comes in because now we get to know when this things are getting done as opposed to former days when you would not know when the supplementary is happening.

Watu wananyamba hapa ni kama wao ndio hulipa taxes peke yao. There has been a general freeze on purchase of new vehicles for a while now. No point of engaging blockheads like ole lenku.

Budget making process is an extremely boring tedious process, and as a ministry, you make your demands therein regardless of whether guys are dying of hunger.. Higher authorities will determine priority n allocate funds appropriately.

As usual, some people must throw stones at everything.

You are not capable of expressing an opinion without being abrasive. People who have nothing constructive to say resort to profanity and abuses. Your crudeness is misplaced, take it elsewhere.

I would suggest the owner of the thread to change the Title to

"The presidents handlers ask for more money to eat in the guise of travel costs for missions abroad"
We saw the same people planning to eat from the 50years celebrations.

'Yohana trekker' cannot eat such meagre amounts. there is an election in 4years time..
