Yes you do if you are in Kidero's county. Even to paint your gate by the road will need approval. Should those council askaris find you building without their permit, they will arrest all your fundis and even take some of your building materials like cement, spades etc and you will never recover those Sad

I believe you need one. ....at least in nbi cownty. The kanjo guys are always on the prowl looking for easy picks. It's always best to put up the fence as you construct the house. However, I think you can 'escape' since your approved architectural plans must have included a plot boundary/fence and gate.
