examine the letter

I have never seen an appointment letter without salary details, housing allowance, medical, travel, leave allowance, pension etc. It also doesn't have a date when the appointment is effective, whether the job is permanent, contract etc.
What does the law say about such appointments? I thought the Kenyan embassy should be doing this since they have liaison and trade officers. Does this mean that we will soon have all the 47 counties each appointing liaison, tourism, trade, agricultural etc officers all over the world?
Have the governors of Texas, Delaware, California, Ohio, Maryland, Idaho etc appointed their liaison officers in Kenya?
