This is probably USAID funding (and the government has info)and may not necessarily be coming in to topple the government tomorrow, but of course there is an agenda.The way it works is that, NGOs/ civil societies write a proposal to say EC or USAID (these are big donors for this kind of yada yada)They call it “enlarging democratic space and enhancing good governance”
That is where you throw in all the BS about multi-stakeholder workshops to train people and “discuss governance”, adopt resolutions, carry out awareness sessions( these kind of riots can fall here because the # of people to be reached are high……in thousands) and support “grassroots organizations”, establish what they call ‘POSI’ ( observatory groups etc). You can have as many outputs as you want because the money will come in as long as the donors have an eye in that region or country
