Sometime back, figures in the region of billions were being floated. Kind of stories that can give serious kenyans ulcers. 200m is a welcome relief, much as I disagree with the entire idea.

it is calculated based on votes received (i think 5% of the votes and above - or is that in a different country?).

in which country does this happen? you need to understand that its the minority that pay taxes!! just like everywhere else - the businesses, the working class carry the load. the people 'earning under a dollar a day' don't pay direct taxes labda when they buy something that has VAT on it (remember the VAT debate?).
