No, he can't. His medical condition will seriously impair his ability to work. I'm surprised they even considered him for the post knowing full well his medical state.

And @masukuma, I have to disagree with you. The disorder he suffers from is quite real and it's not just what people fear. I have no doubt that it will get in the way of him executing his duties. I also condur with @dr. jguru that he might be a danger to the community around him.

Today he's manic and overjoyed while chairing a meeting, tomorrow he's sad and depressive. The next day he's hearing voices from God telling him that his secretary has been sent by the devil to spy on him and he should strangle her. Problems with his mood and his psychotic illnesses will definitely impair the execution of his duties as a manager of health care in Baringo. Punkt.

sahau hiyo movie (seen it twice). let's talk about facts here. the guy has been a medical superintendent for nakuru and no professional issues like what you are fearing have arisen...

A colleague of his told me about an incident that involved him. He once stood at the balcony and whipped out his junk and started peeing. He then instructed the people who were downstairs to come and receive blessings from him. The blessings of course was the golden shower.
