I have the entire spreadsheet for devolved personnel (total 65,534 workers). Grouped in terms of Job Group and Monthly pay The ghost workers are maybe the sums with single digits. Doctors and directors of departments are at M going upwards. Nurses form the bulk of employees from G to L. In my own humble opinion, it would be very difficult to reduce these numbers by even 10% citing ghost workers. The only option left for Gava is to retrench civil servants aged 55 and above; and gradually keep retrenching according to age (54, 53, 52 and so on) until the HR burden is manageable. The 'hustler' civil servants have no say in these bad deeds. Actually, payroll malpractices occur at the level of head of departments (including PS) at the ministries and Public Service Commission. Some workers resign, a HOD changes the bank details, and the salaries keep getting paid to him. Others get transferred, but their pay station is not changed (e.g. Kiambu to Nairobi; appears on the Kiambu list as a ghost worker and misses on the Nairobi list). Others get indefinite study leave with full pay. Gava wastes money in two areas: Procurement and Payroll. Vet these heads as well as all the procurement officers and you have a chance at sorting these issues out. Recently, Ten judicial workers sued the JSC because their salaries were reduced after it was discovered that they were being paid incorrect figures. LINK: For instance Mr Konga, Mrs Waweru, Mrs Murigi who served as senior executive officers and drew Sh271,000, Sh249,000 and Sh219,000 monthly will now get a gross pay of Sh96, 500, Sh96,500 and Sh89,500 respectively. In another case, Mr Kabiru’s salary has been reduced from Sh438,000 to Sh96,500.Sad. Set out to correct the world's wrongs and you will most certainly wind up adding to them.

Matusi nayo. What is wrong with being optimistic and hoping for the best? There could be a chance, however slight, that things shall be fine. Eg I still have hope that counties will work out despite the negative reports we are getting this far. Coming back to this, there is hope that the system could be streamlined, after all this audit was initiated by the govt. Even if it shall just scare of half of those that wanted to do it, that would be 1billion saved. (Using the figures presented). Dont always lose hope too fast even before trying. Kari gani???
