I suspect a number of declines from Africa...there is little reason not to interpret this as anything more than a summons by a colonial master where you are likely to get a dressing down and put in your rank via a number of tools: ranging from who meets you at the airport, where you stay, the extent of private face time with prezo, whether or not they shake your hand, how far away you are from the centre during photo op, etc.
