No. Some excuses and scapegoats are irresponsible and dangerous when proclaimed loudly in front of a crowd. Especially allegations about the military. In a different country, even Western ones, he would be summoned by a legal panel of sorts, they would wring him; Recorded and legally binding statements would emerge. You dont make casual remarks about such things without evidence.
Secondly, if nothing happens from these proclamations, Raila should consider 2 things:
1) The legal establishment, and by extension the government and political rivals consider his statement a joke and -
2) A huge section of the voter population consider his constant crying wolf a joke.
Net result: Didn't emerge ahead by making the proclamation.
Constant bitching is an ugly trait in a man. When in a hole, dont dig deeper. Fait accompli. Outmanouevre the opponents next time. If laws were broken, file a case. Thats it. Very simple.
