That LEGAL OFFICER, one William. The most arrogant incompetent young civil servant i've ever met. You would the young ones [he could be my age mate or younger], to know and act better.

I had an appointment with him in his office less than seven months ago. My issues was a legal issue concerning international trade/offshore acquisition.

It's nine in the morning,time for our appointment. I walk into his office, the guy offers me a seat. Twenty minutes into sitting, i motion the guy like "dude,time is running out".

All the while the guy has been doing stuff on his computer, more so the keyword. He responds to my motioning by telling me he needs to finish PLAYING HIS COMPUTER GAME TO RELAX. It 9a.m in the morning, RELAXING? SERIOUSLY?

Another ten mins of my time goes. He stretches and wakes up from his EXECUTIVE seat.

Now guess what! He has had BREAKFAST YET!!!!! Which he has to have before attending to my matter. I sigh!

Another 15 mins goes by. He's done with his breakfast, he smiles at me. I try to return it, i fail miserably.

Five minutes into my issue, the guy knows ZILCH! NOTHING! ZERO! This is a guy who has had communication from the other foreign mission for weeks on the very matter we are discussing.

Ten minutes and it's clear to me, he's no idea on how to go about the matter. A LEGAL matter that the Foreign ministry handles like on a daily basis.

He promises to look into it after asking for more documentation, on top of the "dossier" he has from the other foreign mission and myself.

Days fly by,then weeks. Weeks morphs into months. No picking my calls, no reply to my emails, no NOTHING!

I give on the guy.

I get another contact, we have a meeting in his office. A sharp brain, answers live on his lips.
He's baffled what the hell happened, for me to take months without help.
He gives the way forward.

THREE DAYS LATER,I'M SORTED. Can you imagine? Siku tatu after months of nothing but a dark tunnel with a resounding echo of "WILLIAM! WILLIAM! WILLIAM!".

Now the guy has been rewarded and @murchr is here talking about QUALIFICATIONS! It's not like they are not QUALIFIED, it is NEPOTISM that stops them from delivering.

Expect this country to move at a snail's pace in international trade. If you are an SME, you are on your own.

With that, where are those jobs for youths gonna come from? From sycophants' behinds?
