Kuku tax in Kakamega

So the Kakamega county govt wants to start charging the following fees for keeping animals within the county:

chicken @20 bob
cow @ 500
dog @ 1000

Through this, they hope to collect enough funds to run the county govt.

These governors and County Reps are absolute waste to the Kenyan resources, The devilution issue will run down a number of counties before 2017 and worst of it most counties are spending a big % of their funds on emoluments and they are aggressively recruiting.

We have the power as citizens to question the way they use our money but as usual we are busy with other things....the money given to them is not little used wisely it can uplift /make any county better...

Same thing for machakos county. Muthama nearly bit his tongue while bashing the idea. These county govts will disappoint many.
