Dear Atwoli & co.

Here is what ought to happen (ed) for a project of this magnitude in a public entity: ref PFM and PPDA 2005

1. Feasibility studies ( technical report)

2. User Dept prepares procurement plan after getting budgetary approval. The entire top mgt sits and approves budgetary proposals for major Capital Expenditure projects having satisfied themselves about availability of funds

3. A board sits and approves the budgets / projects

4. Treasury Okays the approved projects and budgets

5. Consultants are engaged (Wapi a4architect?) they prepare bidding documents and technical specs incl Engineers estimates

6. Tenders are advertised publicly

7. Site visits and bidding conferences, Bids are submitted

8. Technical and financial evaluation consultants in attendance

9. recommendation of contract award to tender committee The fundamental question is how many bidders participated and how were their bids in comparison with the official technical estimates

10. award notification publication and signing of contract

so they just grabbed, sold and walked? why cant Baraka be repossessed? or at least she is made to pay the land costs at current prices?


Baraka estate has already been sold to individual investors.

Well as I alluded I couldn't verify the truthfulness of the statement since he was implying that the YK 92 fellow was just a proxy.

Where is @Ole Dengu.

The above questions as appropriately posed by @Siringi have been answered in an article published by NSSF MD in todays nation page 25. Now the onus is on Atwoli and Co. to tell us where the lie is and to attach proof to disapprove the contents of the advert.
