GO TO
http://www.jevic.com/
CLICK ON CHECK E-CERT
INPUT THE CHASIS NO.
It will give you all details of certificate of conformity including milage and whether radiation free
If Jevic results in "No data available" warning, try autoterminal japan too. Jevic is the major body that does inspections for Kenya Bureau of Standards, but it is not the only one.

Physical checks ?
External bodywork - 'stone chips' on front part of car(esp. bonnet). Hopefully the car has not been resprayed to hide this.
Internal - driver’s seat or pedal rubbers worn, and away.
Steering wheel - upper part of has significantly more wear than rest of steering wheel (appearing smoother, texture worn away)
Be aware –some items can be replaced. If the car has a new driver’s chair, steering wheel and pedal rubbers - Why?
Tampered with instrument/speedo cluster - burred screw heads and fingerprints on or inside the clear plastic casing.(This cluster has to have been removed to 'clock' the mileage).
