Unless my contact in Kibra is misleading me, the problem is that kenyans there (please note, not ODMers) are wondering how titles are being issued to Sudanese (his words) citizens while kenyans who are also squatters there are not being considered?

Whatever the historical context, kenyans shouldn't be disenfranchised in their own country, after all if the circumstances were reversed, can kenyans be given titles in other countries? Take the PEV refugees in Uganda. Will ugandans accept them being given titles 50 years from now?

Kibera is simply a reflection of the failure of government to provide adequate housing for its people. Most of the people settled there are poor and this should be taken into account when looking for a long lasting solution. I propose that: 1. Those who have settled on the land organize themselves into groups 2. Each group will be allocated a communal title 3. The title should specify the period within which construction must be completed 4. Specific guidelines will be given on standards of construction 5. Members will build the homes themselves to create a sense of ownership. 6. Governmment must subsidize materials while the people provide labour. Give incentives for those who develop their areas before time 7. Social amenities and infrastructure should be put up by the government

What fraction of the land is being given to Nubians?

What is government plan for the others?(Non nubians)

Majority of the guys are tenants so how did the landlords acquire ownership and what will happen to them now that gover is getting in?
