Unsubstantiated fact is that the civil services has over 30% employees above 55 yrs
There are civil servants aged 60yrs and above who are on "contracts". Absurd to think that the entire country doesn't have a younger person to take over these jobs. Case in point, the Director of Medical Services.
It is said, if the wage bill (and poor service delivery, rampant corruption, poor customer service etc) does not considerably reduce after sending the 55yr olds and above on retirement, the PSC will retire the 54yr olds, and then the 53yr olds and so on.
Recruitment into the civil service, unless for essential services (police, doctors, nurses etc), has been frozen.
Set out to correct the world's wrongs and you will most certainly wind up adding to them.
