Even in next door machakos county, they have said that it's only mkamba doctors who should be employed. You are yet to hear the full story of that county of wazua's 'beloved' governor. Huko, doctors who are not Kamba have been explicitly informed that they are unwanted. This I personally know from a colleague who has recently quit and is now in Australia as we speak. In this same county, MCAs and other county staff are fond of personally calling clinicians and demanding that their relatives and friends who come to the hospital be attended to first, regardless of nature of their illness (common sense dictates we attend to seriously ill patients and emergencies such as RTAs first), all the while threatening dire consequences to any who doesn't do as they order.

The way I see it, unfortunately, is that implementation of the county system is going to institutionalize and entrench tribalism like never before, the self-same majimbo we were afraid of. Just the other day, a relative who comes from a different county but has settled in my county by virtue of marriage was forced to run all over looking for documents from gov't offices to confirm her status and identity, all because some other gov't dep't didn't wanna hire her on the basis that she isn't from the local tribe.Sad

Part of the reason for the rising wage bill is that most counties are insisting on hiring their own while staff at HQs who previously performed the now devolved functions are left under-utilized.

Very scary stuff. I want this devolution monster gone like yesterday

Let us also learn to take responsibility for our acts.

We voted Yes for this constitution not because it was perfect but because it was largely OK and it's time had come.

We voted Yes not because it was to be implemented by angels but because we have a chance to elect those leaders we entrust with so much.

There are large parts of this country that have been deliberately marginalized over time, let devolution help them.

If there are areas that require correction, let us identify them as a country and fix them.

For starts and even at the time of passing the katiba, that wage layer was too thick and expensive. As we talk about retrenchment let us have this discussion too on reducing the political layer. If the mandate of the transitional authority is not enough or it's not working, let us review that. As a whole the constitution is progressive.

Ujinga ni sisi electorate electing local leadership that can't deliver a common ground for devolution and as a whole the new katiba's teething issues..blame yourself.

These two suspects in fact don't need any Salary at all. Why spend billions in election campaigns if salary is the only motivation. But then again, they accepted to be boxed into accepting the huge Salaries and grants for the Mpigs and MCAs. Now we have borrowed from China to pay China Billions for the Chinese to build the railway.Sad

I dont think retrenchment is the way to go.The govenment should reduce the retirement age back to 55 yrs and let all those wazees to go home.

Unsubstantiated fact is that the civil services has over 30% employees above 55 yrs

Goggles nazo??! What kind of burukenge reasoning is that? It is their constitutional right to earn a salary for work done.

Now as for what is in their control - Let them willingly take a salary cut if they forfeit their rights , freeze GoK increments and hiring (already done) and engage the opposition + constitutional bodies like the TA, CIC and SRC on how to fix this devolution wage bill.
