While at it, I feel we need to legislate what a 'constituency' is. I think we should explicitly define two things:
i. the maximum number of constituencies that Kenya should have.
ii. the expected number of people per constituency.

Thereafter, the constituency seats (or MPs) can be shuffled around depending on set popultaion changes as per census figures. Thus, if today people migrate from say Nairobi to Machakos counties, we can have a scenario where the no. of MPs in Nbi declines, that of Mkos increases but the total no. of MPs countrywide remains unaffected.

5 wards per constituency. 290x5=1450 reps. Add circa 700 nominated for gender balance we get over 2100 of them. We are f***ed!

What about scrapping the National assembly and transfering their role to senate? Since development matters at constituency levels are now being handled almost exclusively by the governor, we can leave the representation to the senate and do away with the NA.

once again brother REPRESENTATION

Representation must be as close as possible to the 1 man 1 vote rule of democracy. You cannot achieve democracy where 3million people have 1 vote and another 50,000 people have the same 1 vote.

If we did away with constituency system, that's what it would mean. More populated areas would be under represented and vice versa!

I think a view of parliament as independent of population and the 1 man 1 vote rule stems from our understanding of an MP to mean an area Santa Claus. The guy is supposed to be giving you school fees, constructing schools, dispensaries, roads, giving you money for siku kuu etc

And when you send him to Nairovi your understanding is that he has gone to get you more money for projects from the national govt and other donors.

Which is why we like queuing at their offices to beg...we think they should just be spending on us and yet hypocritically condemn them when they increase their perks.Shame on you Hata hatuna aibuShame on you Shame on you

The reason legislatures exist whether senate, national assembly, knesset, congress, duma, county assembly is to REPRESENT us in decision making! See, all voters can't be voting on every small decision(bill, govt budget, Mututho law etc) and thus they send 'one of them' to represent them.

Je tuko pamoja ama niandike kiPokomo?

Defining a problem is defining a solution. The way this problem is being defined, one is 'forced' to think of cutting on devolution. But that's a political 'kisingizio' an excuse to change the constitution or something.

So, first, let's have some commitment to widen devolution to a point where every voter earns some good money from politics every month.

That means making lots of money, and we can make it.
