I think there is something terribly wrong with that organisational structure. In one of the emails the CJ is referred to as a 'headless Head of the Judiciary'. In another one the 'war council' is surprised that there are very many new recruits (hired by Shollei) to be based at Rahimtullah building and answerable to the registrar. Shollei also recruited regional directors who were answerable to her and not CJ, the directors were supposed to have an oversight role even over the judges in the various parts of the country! In yet another one GBS hires a company to drill a borehole on the grounds of the Supreme Court and only informs the CJ about it on the day of the start of drilling 'because it will affect the judges parking'. Seems Shollei was never answerable to the CJ. GBS appears to have been reporting to the JSC. How can Mutunga be the CJ whereas his admin wing reports elsewhere?

just to play devil's advocate, how many institutions in kenya have seen real reform as a result of changing the man or woman at the helm? let's cite some examples.
