This is just normal office politics. It's nothing to worry about. I bet it happens in all offices. There can never be 2 centres of power in any institution. In all institutions the administrative wing (HR, Finance, ICT etc) should always be subordinate to the 'technical' wing. The core business of all organisations is carried out by the technical team. Admin wing exists to facilitate the 'technical' team execute it's mandate. Therefore Shollei as head of admin shouldn't have grown horns. CJ and the judges are the heart of the judiciary.
To quote from that PDF email leak pg 53 ...'the judiciary is an institution of judges who dispense justice, not administrators who buy things'.
I have also seen many admins run amok in many institutions and trying to be the centers of power....after forgetting their mandates.

You see even in my own small company, the HR (who's mostly my wife), then CEO (which is myself), and the operation manager, and the staff (tractor drivers, turn boy etc), and suppliers (mechanics, AgriStore etc). When I'm very serious, I don't joke with my Agri Store guy, I call and give direct, specific instruction. If I'm easy and just buying time, I can joke with my driver, even through SMS e.g. "wewe hiyo jembe ikivunjika nitakulima ngumi"... I also talk serious with my HR (my queen), but I also joke with her... So this is just normal way humans interact. It does not in any way mean that when leadership write a one line email casually mean they are incompetent

But I'm glad I've the choice and I'm honest to myself... not claiming to know and yet do the opposite like those calling people for CITAM meetings yet preach landing before official opening of the runway.

I think those e mails gave a lot of perspective about the judiciary. They were unfiltered and uncut. It showed how people think and their behaviour when they think no one is listening. The content was more useful than the accusations prepared by the JSC and the responses from GBS.

When power went into the head of the Chief Administrative officer of the judiciary, GBS, she went overboard, committing the judiciary to colossal amounts of money in corrupt deals, outright thievery, building parallel power networks in the judiciary, abusing the CJ who is her boss, abusing her employer the JSC, particularly commissioner Grand Mullah Ahmednasir, then it was time for CJ Mutunga to act. He did this by consulting and seeking advice on the way forward, one way was forming the adhoc committee, the famous 'War Council' to advice on taming the rogue admin - and this resulted in the CJ kicking out GBS and destroying her networks. That is what a good manager should do to ensure the smooth operations of the organization and also its survival.

What's more i believe is those emails cannot be taken to any court or commission because they are an invasion and a violation of privacy hence peoples rights(can a lawyer confirm), they can actually be used to imprison her/someone. I haven't read (156 pages) cause my adobe has problems, can someone summarize? It's like she is being beaten from all corners, i like the one where she was stealing sitthing allowances in the misplaced notion that everyone(JSC) was stealing, difference is JSC actually attended the meetings..."i will refund".. It is impressive to see these guys pull no punches in giving advice and expressing their frustrations to their boss! A rare feat esp in govt circles. We tend to be 'Yes' men when it comes to the big man/leader often pleasing while misleading them. Also impressive is the CJ humility in taking it. He must trust these guys absolutely...
