I think the 99.9% gimmick is an attempt at insulating themselves against lawsuits. If one were to sue them, for falling ill despite using the products for instance, they just might argue that 'hey, we never said it was 100%'!

Had a drink with a well respected doc yesterday and asked her about antibacterial soaps, the answer she gave me said everything. "Would you buy Blue Band if instead of saying it has been added vitamin A they say Blue Band with antibiotics"?
