In a fascist economic system, the owner of production is the state, and the benefactors of production are first the state and second the society. @Siringi, Fee for building consultancy services is normally 10-12 % of total cost of project. This means if JKUAT raked in 82M, the cost of the project would have been in the range 0.7-0.9B. Why anyone would single source for such size of a project and not expect to raise eyebrows is beyond me. The explanation by GBS is that a government body is permitted to single source the services of another government department outside the confines of PPOA. Ha ha hah… am not a bird… almost falling off my seat!!!

@limanika, looks like shollei used jkucat to avoid tendering for these services. The tendering law regarding judiciary seeking services from other govt agencies was put there because it was envisaged that no payments will accrue if judiciary got such services from other govt bodies eg public works. Shollei then uses this loophole to avoid tendering then goes ahead to use tax payer money on the same. Judiciary budget is kes 16 billion. If most of this ammount will be utilised between govt to govt dealings, this means the private sector will lack jobs, creating more poverty. Shollei needs to understand these laws have been put there in the wisdom that kenya needs to run efficiently. By denying the private sector opportunity to create capital, and in turn generate GDP, Sholei makes kenya economy poorer. Economists in Wazua, please help here on such situations whereby govt decides to compete with its citizens. In the video,minute 26 she mentions the office of chief valuer at ministry of lands. This means she is aware of such an office and who are the registered valuers and where to find them in government or private sector. How she ended up with JKUCAT valuers for the rahimtula building office and furniture valuation still is very unclear. As Iron Sharpens Iron, So one Man Sharpens Another.

If she was to outsource such services from a govt department, it would have to be Public Works and none other, with the sole aim of saving money since Public Works would not charge. Why anyone would want to bend the law in such a pedestrian manner – contract a ‘’government’’ department and the go ahead to pay them-… is beyond me. But wait a minute… JKUAT enterprise is a private entity created to specifically generate income for JKUAT. I am yet to hear of JKUAT enterprises or UNES offering any free services to govt. This is a pedestrian way of someone trying to bend the law to achieve selfish ends. On this one, she can run but cannot hide.
