I think Obama saw him on that video where he is talking about how the President and Itumbi are planning to burn his Nyeri house and he immediately knew the man must be smoking something.

This was the conversation before the clip on the video above:

Maina Kiai: Mr. President you must make sure this president Kenyatta is jailed at the Hague, he is planning to burn down my house

President Obama: I hope you've quit smoking...

Could not have been. He was in School with Obama. Must have cleared A's before 1980. His younger brother maybe.
