This is not a new thing.

In certain areas like Kayole and thereabouts not so long ago, certain individuals used to do this. Eg:
1. One could not move in or out of the neighborhood without 'license' from the 'officials'.
2. Premises and businesses had to abide by certain rules that required 'fees' to be paid.
3. etc.

This idea has worked well in Rwanda even in the slums, chipsfunga sio shinda, generally what they look at is those guys coming to a locality for more than one night, what this means is that we will be able to mitigate the guys who come to a neighborhood to plan heinous acts. If someone comes to rent a house he has to go through nyumba kumi
