The short answer is no. The DiShThieVes and Zuku decoders are locked by the respective providers to receive only the frequencies they transmit in. For FTA purposes, you'll have to get a proper FTA decoder, one that is not locked to any service provider. In so far as satellite (DVB-S2)transmission is concerned, the startimes decoder, being DVB-T2, is of no consequence.
Your small dish may work but will be prone to frequent outtages especially in rainy or cloudy weather. In order to weather-proof your installation, a bigger dish of at least 120cm offset or 180cm prime focus) will be required. Generally, the bigger the dish, the better.
