Interestingly on the impasse PLO Lumumba writes

The Constitution provides at Section 23 that: ...........(2) Nothing in this section shall prevent Parliament from conferring functions on persons or authorities other than the President.

It takes decency and regard for oneself to feel ashamed.
Raila does not seem to have any of those otherwise he would be ashamed a great deal.
Sample these;
Immediately after the accord was operationalised,Raila was frothing in the mouth about how protocol should have been in relation to the VP's position and his. He tried to raise a lot of hulabaloo,but he still came a cropper.
The Govt through Muthaura clarified the pecking order. Raila had to eat humble pie,albeit grudgingly.
Raila raised his salary issue,again Muthaura read him the riot act.
Raila demanded the removal of Alfred Mutua,but he was ignored.
Raila raised issues on Muthaura, again he was given the contempt card.
Raila swore in public to get FBI to investigate the Oscar killings on Nbo streets. We are stillwaiting. Ranneberger spilt the beans that the powers that be werent interested.
That is enough to get one very ashamed and learn not to start battles that one can not win.
Now the latest is leader of both Govt business in Parliament and HBC.
He had better win this one....... for once.......
Otherwise... he gotta find some decency to be ashamed.

A man called RAO was in house one day feeling hungry. He decided to go to the neighbouring kiosk to buy bread. When he got to MK's kiosk,he found MK asleep. He woke him up and asked for bread. MK told him that the breadman had not appeared and that he only had one loaf remaining for his own use and therefore there was none for sale. RAO threatened MK that it is either he gets the loaf or he will stop buying goods from MK's Kiosk. MK thought for a while and decided that he better sells half a loaf for the sake of keeping his customer. MK proposed this to RAO. RAO accepted. MK got a knife and cut the bread into to.He then put the two half loafs for RAO to gauge the fairness of the halves. RAO mumbled. MK used his knife and moved a slice from one half to the other. RAO continued to mumble. MK went back and got one of those free bandika sachets which he never passes on to the customers and gave it RAO. RAO took his bandika and half loaf and went home. RAO went home,had his half but was still hungry. He went back to MK's kiosk to complain about the half he was sold earlier. He was demanding the other half as a compensation. This left MK stunned. MK could not imagine sleeping hungry after agreeing to sell RAO half a bread in the first place. MK refused to bulge.

@Fundamentally,nice story,problem is you must have missed the following facts from where you were observing.

MK and RAO were both hungry so they left to buy bread from the local kiosk. RAO being chapchap got there fast and asked for a loaf of bread,as the kiosk guy was dillydallying,MK arrived and also asked for bread but he was told RAO had just bought the last one.

As the kiosk guy passed the bread,MK suddenly reached out and grabbed the bread and tried to run away,but RAO being a determined chap grabbed him and a fight ensued.

After some kicking and bruising,a passer by separated them and after listening to their story suggested they split the bread fairly. Now RAO being considerate of the situation accepted roho safi,but MK was naturally greedy so he concented grudgingly and since he was still clinging to the bread decided to offer RAO 2 slices.

RAO thot about it for awhile and decided that since it was not a matter of life and death he will accept and try and sustain himself on the little till the next day.

As the exchange was about to take place,MK's wife Kalooser turned up and asked for some of her hubby's bread. MK with his insatiable greed gave RAO 1 slice and his wife the other. When RAO questioned this MK insisted that his wife had taken RAO's other slice and that there was nothing he could do about it.

I guess if you can't win with facts,you can always pen bile-laced,xenophobic rants to distract everyone.

@Obi

My story has been collaborated by RAO himself. Remember what he said? 'Afadhali mkate nusu kushinda kukaa bila'.

You must have heard that version after litsening it from a person,who heard it from another person,who heard from... and it goes on and on. You are twentieth in the line.

@Obi 1 Kanobi . Excellent response to FundamentalAli. Fundamental Ali prejudiced (because of sociocentrism i.e. 'we as a society (read tribe) believe....... and self justification and evaluation ( i.e. 'I believe and therefore it must be true.....') ) that MK was the one initially holding the bread....... Most Kenyans suffer this syndrome and do not engage in a discussion to learn,absorb and understand the other society.... instead they enter into a discussion to push their prejudiced viewpoints.

RAO has done alot for this country in terms of expanding the democratisation process and ensurance of the rule of law. Kenya has come from very far,but still we have a long way to go.

What RAO is saying is that after one year of the house 'being led by Kibaki and Kalonzo' there hasn't been any movement in the direction of reforms badly needed in the country. We are talking about Electoral Commission,New Constitution,Fighting Corruption,Insecurity,Independence of the Judiciary (..with competent and impartial judges). He now wants to take over this process and lead it from the front.

Kibaki evidently was coerced into this arrangement (Grand Coalition) and has relentlessly continued to impede any process to bring change in this country however good it may look. It doesn't strike me that MK means well for Kenya even to the very least. Raila has gotten frustrated hence his recent outbursts.

Kalonzo on the other hand has many similarities with MK. He either does nothing about anything or when he does anything there is no direction. I never seem to see leadership acumen in him. Moreso in this web of political wrangling,he does what MK tells him to 'cos after all he didn't earn his position but rather it was 'Daddy hand me down' position.

RAO should be the Leader of Govt Biz to steer the house in the reforms direction. He commands majority in Parliament and will use his political wits to ensure passage of requisite legislation.
