There is more that meets the eye. Apparently,Kenya's government crooks cut into Uganda's army crooks' deal to supply weapons to S. Sudan. Thus the migingo controversy. Uganda army protesting the loss of the lucrative deal to Kenya's politicians & army higher-ups.
