If this happens, it will the surest way to make devolution fail.
With regards to health, there are many things be ironed out. For example, procurement of drugs. Procuring hospitals drugs is not like walking into a chemist and getting prescription tablets. That's why KEMSA exists to procure medical materials and drugs in bulk because they benefit from economies of scale.
Again,without a health commission, who will be in charge of hiring, firing, transfers and promotions?
