The third stage is the key stage. I think it will happen when the political process has gone cold. But will it? Necessity is indeed the mother of inventions but what inventions have been invented by the most 'needful' of all earthlings? Us?

Everything is conspiring against the achievement of the critical mass; education, social service, civil service, civil society, security, entertainment, nature.

Will our critical mass on this side be reached when the critical mass of the status quo is doubling, trebling, quadrupling every 5 years? Depleting our own numbers?

Tycho, are you focussing on the wrong things, wasting words, bandwith, time, energy?

Maybe not, see? 6 individuals are concerned about it.

They just might be the 'peer heroes'.

As for your point about education, I agree. But it is only half the answer.

We have education but of the wrong orientation, where youth are socialized to think that someone owes them a job. You remember that old VOK/KBC jingle:

"Someni vijana
Mtapata kazi nzuri sana."


Those days are gone and our education must orient youth to become job creators, not job seekers.

Unfortunately a recent article by Biko, lamenting the lethargy of our youth, made me think those days are still with us, even if only in the, make-me-rich-quick, attitudes of the facebook generation.

But, here is the other half: The real answer to entrepreneurship is necessity. We have reached the threshold of necessity and many people are finding entrepreneurship in order to survive, not because they enjoy the risk and uncertainty.

The third stage will come when entrepreneurship becomes fashionable and youth begin aspiring to it - as a first choice. We shall need a few 'peer heroes' to make good on business before we can get there. But we shall get there.

Now if devolution can hasten this process.....


It's difficult to see how you've stolen 'my' thunder @Wakanyugi.

Can devolution provide a better education? It seems it can't even hasten our appetite for entrepreneurship. But it's a great opportunity nevertheless.

I think it's a case of those who can, doing. And life going on.

There's wastage in analyzing, and seeking to change the status quo. Little wonder it's said, 'the more things change, the more they remain the same'.

The momentum is too great to control. The way out is to create a new world. Then the Creator will just say, 'let there be. . .' and a venture, or product becomes. Or even 'world'.

When the new constitution was passed, some counties began to organize what were variously called 'Professionals forums.' I was part of one such forum. On day I took part in a brainstorming meeting on the opportunities that would arise from the new Counties system. They were unlimited!

Most importantly people saw the Counties not as yet another chance to milk the system, but rather as a challenge to leverage limited resources, to create new businesses that would grow the County.

I don't know if this spirit still survives, but the opportunities at County level are still there.

And not just in resource extraction.

Think of services, agriculture, technology, infrastructure, energy, health, all of which are badly needed in virtually every County. Or listen to some of the enlightened Governors (Kidero, Makau et al) talk about the potential in their counties.

The problem I see is that we have again been caught in the, politician-as-hero, trap. Everyone seems to think that the Governors, MP's and Senators we voted for are magicians, who only have to wave their wad and things will happen out of thin air.

I seriously hope this is a short term psychosis. People need to wake up and seize the moment, not wait for serikali to do things for them. Many of our politicians are more clueless than you and I.

Counties exist to empower the people to use the opportunities that are there. The emphasis is on empowerment. Entrepreneurship is one of the empowerment means. A mental shift is necessary here. Devolution is not about pumping all the money into the counties. If we need to succeed as counties, we should fight the mentality that big brother (national government) owes us anything.
