was Libya a party? hardly 3 months later the ICC had arrest warrants out for Said al Islam. If I read correctly State parties are to enforce the ICC's mandate and not 'those who are eligible for trials'.

I think it was Saif's lawyer who requested for the case to be tried by icc fearing for an unfair trial/execution

that was much later! his arrest warrant came like 3 months after the arab spring when OGambo was still in charge.

Jurisdiction

The Court has four mechanisms which grant it jurisdiction:

(i) if the accused is a national of a State party to the Rome Statute

(ii) if the alleged crime took place on the territory of a State Party

(iii) if a situation is referred to the Court by the United Nations Security Council.

^^^what this means is ICC cannot interfere with Egypt, Syria or war crimes committed by USA in Iraq. But war crimes committed by UK in Iraq can be acted upon as UK is a member.

*States signed but didn't ratify. That can only mean they know they are guilty of, and will continue to commit crimes against humanity. Then they attempt to make us feel guilty ati we are led by criminals.
