@Masukuma, Its the Accounting Officer and not the Procuring Officer. Once they sign, they commit public funds and hence answerable. That's how one clever M O One was a genius as he never used to sign anything he knew was dubious.

Just wondering why does Ahmednasir operate as if he owns the republic...before he even goes removing specks of dirt from Shollei's eyes, what became of Brian yongo's accusation of ahmednassir at LSK for lack of proper papers?
