there is a constitutional office of budget controller..kwani kazi yake ni gani?

@digitek, Anybody advising the Governor's other that what they want to hear is against devolution. Simple things like Payroll can be centrally administered and even outsourced rather than each and every county having a payroll function.

True @gathige. They must accept to be criticised. Even the central govt gets criticised. But they must move on with their plans for devpt and service provision. Not seeking mega titles like H.E. and first lady for their wives. BTW governors maximum term is 10years. I pity this first lot. They have to learn the system and start working then elections will happen even before they have finished much. Transitions are tricky

I love these systems checking the operation, n to an extent, the behaviour of our nascent county govts. Left on their own, there would be big trouble!

lol! the drafters of the law sealed that gap. The word consecutive is absent hence only one meaning

From Article 180

(7) A person shall not hold office--
(a) as a county governor for more than two terms; or
(b) as a deputy county governor for more than two terms

I had not seen in it that way, na hawana numbers to change it as the MPs who can change the law will be eyeing the same gurbanetorial positions, ole wao!!!!
