Under which law can they do that? Isn't it an owner's discretion to dispose off property as they wish? School me...

Directive Should be from land's ministry although local land board which approve transaction might frustrate

In my opinion the rot is with government officials like the survey and the land registry officials. Clean up this offices and all will be well.
The land control board is chaired by the DC who can overrule any decision made by the entire board. The county reps must work with this offices in order to achieve their noble mission.
Politics is just things to keep the people divided and foolish and put your trust in men and none of them can do nothing for you...

When I compare Kajiado with some of the counties, I think it might just be a case of Maathai trying to bolt the paddock when the horses have already bolted. In comparison with Kiambu, Laikipia, Nyeri, Kajiado is a model of effieciency
