Was the 2.5b budget story set up by Uhuru ?

I see now that Uhuru has supposedly disbanded the committee that came up with the ridiculous sh 2.5b budget for Kenya's 50th anniversaire.

Something about this does not add up. When a employee creates a budget, the first person they inform is their immediate boss who must approve the budget. The budget is then sent to the next higher up for sign-off. This must happen before the budget is made public.

Therefore when the decision was made to create a 2.5b budget, someone in the cabinet had to know the amount, perhaps Ms Waiguru or Mr. Ole Lenku. This person would then have to inform Uhuru before the figure was made public.

Is Uhuru now telling us that he did not know the amount before the committee went public and he is found out at the same time as other Kenyans ? If so he is asleep at the wheel.

The way this ought to work is that as soon as the cabinet saw the amount, they would have shot it down. If not them then Uhuru should have shot it down.

I doubt that he is that asleep. A also doubt that this so called committee would go public with such a ridiculous amount before informing Uhuru.

The likelier story is that the whole story was set up so Uhuru could do some grandstanding about being financially disciplined.

I would be interested to find out who is actually in this so called committee that was disbanded. Chances are that most of them already have plum jobs in the government.

Another possibility is that this scheme is tied to the whole effort to hamper devolution. Uhuru will use financial discipline as the reason to starve the counties of money. He is trying to create the perception of being financially disciplined so that when he starts to starve the counties of money, the public will back him.

Sadly some irresponsible governors are giving him every reason to cut off funding to counties. No wonder Uhuru has not spoken out against irresponsible spending by governors. Maybe he is waiting for the right time.

For that matter I think the sudden budget shortfall that is causing civil servants to be paid late may also be tied to the whole scheme to hamper devolution. This budget short fall may be fake and just a ruse to come up with a reason not to disburse money to the counties. Uhuru will say that paying civil servants is more important than sending money to counties. Civil servants who must feed their families will be asked to choose between getting paid on time or seeing their counties funded. Their choice is a no-brainer.

Lets assume that Guru is correct that the Daily Nation found out about the 2.5 billion expenditure before Uhuru did.

1. Does this mean someone is fast asleep at the wheel ? Should'nt this committee have been giving status updates either to the cabinet or to the President himself ? What kind of person appoints a committee that works for a long time without checking on them ?

2. Who are these privy sources who knew about the budget before Uhuru did ?

Could it be a member of the committee who leaked it ? If so then this member is rather thick. Why leak to the Nation knowing full well that the public uproar would possibly cause you to loose your plum position ?

3. Did'nt this committee have guidelines ? If a person appointed to any committee, the first question should be "How much money do we have to work with ?". You mean to tell me that this committee had no financial guidelines ? If so then Kenya is being run by irresponsible people.

If #1, 2 and 3 above are true then it is true that several people high up in the government are sleeping on the job, perhaps including the head of state.

4. I am having acute difficulty believing that someone would plan to build a 50m bronze statue of Kibaki without first checking with the head of state. A statue is a huge deal. Its not the amount. Its the fact that a statue is a lasting legacy. Something like this cannot be planned without higher ups being privy.

5. What kind of clowns would spend so lavishly at a time when Kenya has record deficits, cant pay civil servants on time, is paying very high interest rates on its loans and bonds......

And keep in mind that the government has to constantly borrow at high interest rates to fund such endavours.

Clearly the people on this committee were bordering on illiterate. Who chose these people ? Something tells me some higher ups should be fired for hiring such an incompetent committee.

6. The cavalier manner in which Uhuru fired these people makes me wonder if this was a real committee to begin with.

6b. The members of this committee and whomever appointed them should be named and shamed so that they are never put anywhere near an important budgetary committee

7. The fact that Uhuru waited until there was an uproar is what makes me wonder if this was a setup.

The committee had announced their intentions and it was not fired but disbanded. and you dont have to consult everything, some leaders leave u wit the work to gauge ur creative process

look at how the comnunication and timing was done..
The thing was leaked n only to the Nation newspaper and nobody knows the members
Entire week.. Kaazungu Kaimenyi put a grand standoff with KNUT
come friday.. the prince meets Sossion n strike is averted.. the 50yr comm is disbanded..
Strikes averted wasteful fantom committee disbanded via social media .. any further punnishment to these wanton fantom spendthrifts?
