Gov Ruto says there are 48 govts in Kenya during NTV live interview.Very scary that he doesn't think Kenya is a Unitary State.You should all be worried because this guyz are taking a very dangerous path. I agree with Duale who said that is tantamount to treason.

Great debater but can become very careless. I guess most Kenyans of goodwill wanted to devolve resources n services, not sovereignty n unity of the state. .....but some people. ......

Gov Ruto is on a mission greater than himself. He's just positioning himself as the alternative to William. There's no way he can gain that "recognition" without clashing with the "hustler." Unless "hustler" tames him, I can see the two of them being in different sides come 2017.

ION, devolving education and health at this stage would be very tricky. How would they handle the payroll? Civil servants under those ministries are very concerned. In fact, a strike could be in the offing once counties start handling payroll.

I think it's ok for him to express his opinion. We don't have to agree with it but it's an interesting point of view. I don't think it's dangerous because we have a working constitution that says otherwise but it's good to debate this since we're no longer under dictatorship.

The whole idea of county governments works well only on paper, otherwise this devolution idea is just having more mouths feeding on the 'national cake' at the county level and promoting not only tribalism but also clan-ism huko mashinani...

No way ruto could have won chairman of the governors council as jubilee does not have the numbers when it comes to the governors kidero and joho were prevailed to step down by RAO. Ruto (isaac) is being prepared to be raila running mate in 2017!!!!

@Madollar 2017" is it not too early. Too me he looked a bit too arrogant and stubborn as in MTADO? But on the other hand the debate is healthy. I understand the nurses don't want to be paid by the county government.
