You can have a constitution to be drafted and written and a committee of singles, divorcees, gays and lesbians plus escorters! See what we now have, what was the need of rasing the numbers of constituencies to 290 in the first place? Perhaps what we need to do is legislate on the maximum no. of constituencies we should have as well as the approximate or minimum no. of inhabitants each constituency should have. After that, constituency boundaries can be altered as set down by law depending on population density, so that if people emigrate from a given county for instance, then the no. of constituencies in that county goes down proportionately. Life is like playing a violin solo in public and learning the instrument as one goes on.
