If it was about development, someone would have been prudent to include all governors regardless of party affiliation.
But this divisive politics is understandable. Coming at a time some ODM governors were starting to rebel (e.g. Joho, Kidero) it was vital to organize a trip to such a place as the US of A to bond. In Cord circles, Governors are considered key and they need to be motivated in order to fund the father of all battles 2017. Am sorry to say this but it is the naked truth as I see it, I wish I am wrong.

This is a gimmick meant to hoodwink the gullible hoi polloi. As always, the captain just wants to claim credit for the development of some areas.
