The kakamega proposals were the most outrageous and those county reps should be put to death. Ati 45m ENTERTAINMENT ALLOWANCE PER WARD! Gai baba haruruka! Im no longer positive with this devolution. County Reps must have degrees if at all they may help in better thinking..

Kakamega Governor Wycliffe Oparanya has declined to assent to the County Appropriation Bill due to wasteful demands'.

Mr Oparanya decried the hefty allowances County Assembly members allocated to entertainment.

He said, in the Appropriation Bill, the members want the county government to allocate Sh45 million per every ward in entertainment allowances which if implemented will cost the taxpayer Sh270 million. There are 60 wards in Kakamega County.

The members also want a car grant of Sh2 million for 90 elected and nominated leaders. This if implemented amounts to Sh180million.

In the Bill, the members also want mortgage of Sh3 million for each of the 90 members, interest free.

They also set a ward grant of Sh20m for each of the 60 wards. According to Mr Oparanya, their demands are too high and untenable.

"If you add them together, the amount of money to be spent is about Sh1.2 billion. Where will we get all this money from?" said the governor.

He said there are priorities for Kakamega County residents and spending huge amounts of money to suit county Assembly members was wrong.

Mr Oparanya urged members of the Assembly to reconsider their demands and cut down on their expenditure to allow the government spends enough money on delivering services to the people who elected them.

"I mean well for members of the County Assembly of Kakamega.

"I would wish to give them what they want because they are integral in the success of our County, but am sorry, we have financial constraints that would not allow us to meet their demands at this point in time," Mr Oparanya said.

He urged the members to revise to the Appreciation Bill and adjust the budgetary allocation.

Kiambu governor William Kabogo yesterday rejected the proposed budget. His failure to assent to the budget before the June 30 deadline means the central government may take over the running of the county.

However, Kabogo said the county assembly members allocating themselves Sh300 million for cars and mortgages is unconstitutional.

The members slashed the Sh1.2 billion Youth and Women Enterprise Development funds down to Sh730 million to come up with the grant money.

In his memorandum to Speaker of the assembly Nick Ndichu, Kabogo said the MCAs were "not realistic". He said the Sh231 million personal emoluments to the Clerk of the assembly are unreasonably high.

"Creating capital grants is unconstitutional according to Article 230 (4) (b) of the constitution where setting of remunerations and benefits of public officers is the work of the Salaries and Remuneration Commission," Kabogo said.

He said the assembly should not rush to set aside salaries unless the recommendations pass through the service board after with the directive from the SRC.

Kabogo was speaking after a breakfast meeting with World Bank officials in his Thika office. Earlier, the Bank promised Sh300 billion for development projects in the 12 sub-counties of Kiambu.

Kabogo promised to create a conducive environment for the projects. "We have also asked the World Bank to help us do integrated planning because Kiambu is the 'bedroom of Nairobi'," he said.

Kabogo said the county needs help in building capacity for revenue collection. "We collect about Sh1 billion every year and that is about 20 per cent of what is needed.”
