Ridiculous County Budget Estimates

I have been seeing bits and pieces of various county budgets and gotten horrified by the preposterous deficits these clowns want to ride on. I heard the Kirinyaga Gavana mention a 17 mbirrion estimate, with a whooping 10b deficit hehehehe I almost lost my eyesight trying to reread the statement. The fellow went ahead and added that the bigger the deficit the better. At this point, I almost fainted.

So far, we have seen a number of astounding inclusions in budgets that have left most of us baffled. Today I listened to a Bungoma county rep babbling about the 50m previously allocated to fight PORNO. "zee person who put zat money gave zee impression zat zere iz a lot of ponography in pungoma. pornography has been removed...." Very casual and unserious.

Btw, who has seen the estimates for Muranga?

Kirinyaga County devolved government has unveiled its Sh12 billion budget estimates with a deficit of Sh9 billion.

The budget was presented to the Speaker of the County Assembly, Ms Anne Wangechi on Tuesday evening for debate would be debated by County representatives next week.

Currently, the devolved government is able to raise Sh3 billion which is a drop in the ocean compared to the development projects it wants to start.

A member of the County executive committee in-charge of Finance docket, Mr Stanley Gachugo said for the government to deliver it must have enough money for development.

He said it was up to the government to find ways on how the deficit should be raised.

"Our towns are in bad shape and should be well planned and a lot of money to do this work is needed. The roads are also in pathetic state and should be improved," he said.

Further, Mr Gachugo said the residents urgently required to be supplied with clean drinking water to stop the spread of waterborne diseases.

The County Governor, Mr Joseph Ndathi said the budget if passed was a good. He said the devolved government has a serious financial challenges and much funds are required.

He said if the deficit was raised the devolved government would be able to deliver on its promise.

This DEVILution thing was a huge mistake. All governors should have been given a standard manual to run the counties with proper controls from the Efficiency Monitoring Unit. As a tax payer who pays 30% of my income every month to the GoK, am a very worried person. What about demanding that council govts raise funds for their operations instead of bleeding me and other Kenyans to death?

By who, now they want the ministry of planning and devolution scrapped. Let them eat, kwani where is Wanjiku, if you don't want your governor anza ku strategise vile utamtoa

By the way, on citizen news this wk, the Kisumu county execs want all members to be allocated plots with titles in milimani. Sijui huko milimani ndio kuna nini

Members of County Assembly in Elgeyo Marakwet have allocated themselves Sh80 million for their car loans and setting up of a revolving fund.

The leaders approved a Sh3.5 billion budget in which they slashed almost by half Sh100 million allocated for women and youth for the creation of a Sh40 million fund for the elderly.

Chairman of the budget committee Vincent Keittany tabled the estimates at the county assembly and said Sh60 million of the total budget will be allocated to members of the assembly for car loans.

Another Sh20 million has been allocated to members for a revolving fund at an interest rate of 3 per cent. Keittany said Sh10 million had earlier been allocated to the fund but the figure was doubled to cater for the 30 assembly members.

Sh1.8 billion, or 47 per cent of the total budget, will cater for recurrent expenditure while Sh1.6 billion will go to agriculture and infrastructure development.

The county which has Alex Tolgos as the governor will receive Sh2.9 billion from the national treasury and Sh116.3 million collected from rates. Sh85 million will be collected through licensing and other revenue sources.

Keittany said the education sector will receive Sh181 million, health services Sh50 million, Sh130 million for welfare, while the renovation of county offices and county assembly will cost Sh66 million and Sh54 million respectively.

The budget committee has also set aside Sh50 million for a governor fund to cater for emergencies. "Such money can be used for repair of roads and other issues which emerge in the process," said Keittany.

Sh50 million will be used for tourism promotion and Sh28 million on livestock production, while Sh3.3 million has been allocated to veterinary services. The county has allocated Sh15 million for land acquisition to develop a sewerage system.

how will they raise revenue? They may want to introduce poll tax

In other words they are trying to legalize land grabbing by kanjoras aka council reps. I believe that Kenyans were better off when corruption was localized at the national level in Nairobi than now when it has been devolved to the 47 'eating points'. We the tax payers now have 47 mouths to feed instead of just one. Na mshahala ni ile ile.

Kenya could be following Nigeria's footsteps. Mismanagement of county funds could bring down the county governments like a ton of bricks.

There is this story of a young man who wanted to satisfy his wife in bed.

So the guy thought that he couldn't do it because of his size. So he did everything he could think of to increase his size. All this led to him spending less time with wifey.

Unfortunately for him, the wife still left him. Thinking that the problem was stick his manhood, he went ahead and had surgery to get a bigger one.

When the wife was asked if the size was the issue. She said no. The problem was the fellow wasn't making love to her and she didn't feel loved.

Same with devolution.

The problem is not devolution.

The problem is that you voted for what you deserved. So stop complaining and live with the consequences.

National gov't or even county gov't most voted with the thought of making their manhood better.
