The insecurity is an issue of resources and revenge attacks.County governments should should be able to handle this however it's all about influence,he can decide to tackle this issue head-on and later orders Kimayo to maintain peace.

The head of state has his cabinet and deputy president to manage in his absence there is no way you will let such a trip take a back seat every time a securty issue arises
