In any decent society , Kimemia or whomever else is responsible for this silly idea should be fired.
The reason is that he is either too thick to notice how stupid this idea is or he did it because he saw an opportunity to make money through tenders or some other corruption.
If these are the kind of people in charge then Kenyans have to constantly keep their eyes peeled for thievery.
Knowing how things work in Kenya and how shameless people are, it would not shock me if Kimemia tries this again or if the deal will go though anyway.
Remember how Kenyans celebrated when MPs were denied their raises only to realize that they had struck side deals which were going to get them they money they wanted through backdoor channels. During the KANU error that was called. "Wapende Wasipende". I see that today it is called a different name.
Na hii ni Kenya yetu.

I visited Moi teaching and referral hospital in Eldoret, it is about 12 miles from Ruto Home in Eldoret, What I saw cannot be explained in writing. In one ward, three sick people sleep in one bed, one bed meant for 1 person! It is inhuman and disgusting. I don't know why Kenyans can't see? How can we with full knowledge of our situation ignore these fundamental issues? Maybe Kenyan's cannot see but Kshs 700M can build a ward and equip it with beds. You can be Jubilee or Corded, but we cannot just base everything along our political alignment, we have shared responsibilities and shared pains, those sick people sharing beds are of all parties and all tribes!

I don't live in Kenya, but I had a chat with Dr.John Kibosia the director at the Hospital, but there isn't much he can do to help since the government basically finance the hospital, the last ward that was built was financed by some Western governments, yes Western Government. Mobilize people? If Kenyans who live in Kenya and who need services from these institutions find it Ok to build Kshs 1.2Billion for the retired president and a couple of 100 millions to finance good living for current leadership while these institutions are roating then who am I to mobilize people? No matter where you stand politically, there are some things we all share as Kenyans and we cannot ignore them just because Mtu wetu did!

we missed one thing. Parliament. The 10th parliament passed such a bill into law?? We are not that rich. And Jubilee austerity looks like a rich man's austerity if they can table such estimates!

@ Rollout.....I think what you have brought up can be handled by the County govts once they get funds from the Central govt. One of the objectives of devolution is to promote social and economic development and the provision of proximate, easily accessible services throughout the country.
