Anyone remember what michuki told us 10 years ago? ."we wanted to change the constitution because of moi but now that we are in power, it can wait"

Fast forward, in 2010 we were scared rao would win the presidency thats why we wanted police reforms. Now that we are in power, lets go back to the status quo.

Why does Kimaiyo want to control both the operational and human resource of the police force. He should accept that things have changed and move. THe commission as is mandated by law should control the human resource and discipline in the force while Kimaiyo deals with the operational and commading issues!!!

in my opinion you cannot in kenya have any meaningful control of the operational aspects of the police force without having control of the human resource. that is why in effect kiamiyo is powerless to reign in the insecurity. he is really doing a thankless job - doesn't have much power and takes all the blame.

You seriously think so......he controls the police force, the guy most of the time so incoherent Kimaiyo, with poor PR and communication skills, he comes out as a carryover from the past who is in the wrong place. Upto now, we havent been told what was wrong with the promotions Kavuludi announced late last year, or what was wrong with the interviews for County Police Commanders! I think Kimaiyo envisages the police force exactly how he left it ten years ago; where the Commissioner was a small god. And therein lies the disconnect.

in my view in reality to have any real power in the police force in kenya you have to be able to control the human resource (promotions, firing etc) otherwise you just become the ceremonial head of the police. when our police force would get professional enough with actual professionals on the job then this system may work. on the poor pr and communication skills i agree with you.

You couldn't be more wrong, why does he need to have these powers, he should allow the systems to work same as they do in every other organiations.

I don't know what you do but if you go to successfull organisations e.g Safaricom, EABL, KQ, KCB etc, you will find that even the CEO needs to follow laid down organisational systems in HR engagements but still retains their powers and remain effective and successful in delivering their mandate.

If you ask my opinion, the IG is way out of his depth and is drowning and taking all of us with him.

The issue here is that of ppower vs responsibility. Kavuludi has power, but the buck stops with Kimaiyo. IG will and has taken all the blme when stuff goes wrong. Let the IG be checked by Npsc like boards check ceos but they must not participate in day to day running of the force.

Spoken like a true genius. As things are, the poor IG is a mere POLICE CHAIRMAN. The Police SERVICE remains a DISCIPLINED FORCE that breaths, sleeps, reigns ....on DISCIPLINE and COMMAND, unlike a CORPORATE ORGANIZATION that lives on LEADERSHIP and MANAGEMENT. NPS cannot be compared to KQ, NMG, Equete etc, and doing so is taking a joke too far. Command and Discipline are inseparable, and CANNOT BE SHARED. Ammend that thing. Let this go on record as the first time I'm fully supporting these ignominious pigs.

Problem after problem after problem..These two can work together if they want to they just dont...why i dont know...its like there is a "chinese wall" of sorts between...whats so hard bt sitting in a meeting together agreeing on who to hire and who to fire...the indiscipline and lack of work ethic must be coz the junior officers have realised that the right doesnt know what the left is doing,so why should you even be serious with your work...

Agreed, they should find a way of working together, just like the JSC and the Judiciary have been doing case in point "A lady magistrate was denied unpaid study leave by a past CJ. She went away anyway and one year after she and came back with glowing new credentials. She found that the CJ had 'fired' her for absconding and would not let her work. She told him off saying she was not the CJ's maid to be fired without due process. Her application to the JSC for reinstatement was granted. She is now a respected judge. The relationship between the Judiciary and the JSC is cordial and effective. Kimaiyo and Kavuludi should emulate it. That was the way it was meant to work and must work"

Who is the chairman of the Judicial Service Commission? - Chief Justice

Who is the Chairman of the Parliamentary Service Commission? - Speaker of NA.

Why should that arrangement be different for the police force where order and command is more required?

Tafakari hayo.

IG Kimaiyo must become the chairmain of National Police Service Commission (NPSC).... it is a matter of time...the law must be changed. We should have consistency with JSC and PSC

Watch this space.

Can we start the police reforms afresh please?
Something(s) went very wrong!
IG says change from kaputula to long trouser and his new badge is all what was required of police reforms!
The security [minister] first priority is to arrest mama pima in mathare, seriously?
This kavuludi guy looks more of a history lecturer than security!
Can we please have Ali and michuki back!

Kimaiyo flex his muscles once again, appoints 130 OCPDs and promotes others without consulting with the NPSC!!!!!
