Why does Kimaiyo want to control both the operational and human resource of the police force. He should accept that things have changed and move. THe commission as is mandated by law should control the human resource and discipline in the force while Kimaiyo deals with the operational and commading issues!!!

in my opinion you cannot in kenya have any meaningful control of the operational aspects of the police force without having control of the human resource. that is why in effect kiamiyo is powerless to reign in the insecurity. he is really doing a thankless job - doesn't have much power and takes all the blame.

You seriously think so......he controls the police force, the guy most of the time so incoherent Kimaiyo, with poor PR and communication skills, he comes out as a carryover from the past who is in the wrong place. Upto now, we havent been told what was wrong with the promotions Kavuludi announced late last year, or what was wrong with the interviews for County Police Commanders! I think Kimaiyo envisages the police force exactly how he left it ten years ago; where the Commissioner was a small god. And therein lies the disconnect.

in my view in reality to have any real power in the police force in kenya you have to be able to control the human resource (promotions, firing etc) otherwise you just become the ceremonial head of the police. when our police force would get professional enough with actual professionals on the job then this system may work. on the poor pr and communication skills i agree with you.

Boss days of hiring, firing and transfering at the whim of a few individuals at the top is long gone. Kimaiyo better accept that. We don't want any more Waiganjo situations.

The reason i cannot show my boss the middle finger however unreasonable some demands he makes are is because of the fear of being fired....... That is how the police have been wired to think.

Otherwise why should I salute you if you cannot fire/transfer me?

The act on the National Police Service is a sham, and in that respect, the police are now a thoroughly undisciplined lot, a good number don't report for duty and when they do, they simply laze around without a care to the world. Ask around. There was far better discipline during Iteere's n Kinuthia's time. Why?

I'm seeing a situation that will explode on our faces, and the trigger mechanism is already unfolding. Having a TOOTHLESS POLICE BOSS is a fatal mistake. COMMAND CANNOT WORK WITHOUT COERCION. There is an element of FEAR in command. If I give an order, I expect it to be followed WITHOUT QUESTION {questions later}, failure to which instant but reasonable punishment STIPULATED in the law should be available and immediately meted. Kimaiyo will definitely fail. He cannot fire, promote, demote, transfer or even discipline his forces etc .

No need for too many theories, the current unprecedented apathy n impunity by the police is due to their feeling of protection by Kavuludi and his activists. Remember the Mariakani transfer saga which Kimaiyo attempted to remove rogue overfed policemen only to be met with never seen before outright defiance?

Give the IG MORE POWER. Period. Make him a REAL COMMANDER not some POWERLESS CHAIRMAN.

......I heard these disturbing concerns are already with man UK and sth will be done soon hopefully.
