My brother, u r taking the "wearing uniform" too literary. I should have put it in quotes from the word go, My bad. Maana ya ndani ni kuwa Governors are not part of the displined forces. Eg a senior army officer would still "receive" salute from the juniors whether they are in uniform or in civilian. The point is that they are authorised to wear the uniform. Even CID officers rarely wear the uniforms but they are part of those inner protocols....
