Who has the powers to do that?

Can Mpigs annul a notice by a constitutional commission?

And under what circumstances?

And what categories of the notices?

Two main ways. The issuing authority or the Court.
The Mpigs do not have the Constitutional locus to revoke a Gazette Notice. A Gazette Notice is a government notice and covers various items like business proceedings, bankruptcies, land transfer notices and Government decrees.

After hearing the news I was just shocked hat Mps dont understand the concept of separation of power.Their main duties are

1.Representation
2.Oversight
3.Legislative

Interpretation and execution of any law is done by other arms of the govt.The Mps are overstepping their mandate and as they say give them enough rope they will hang themselves.
