Now i understand why the Mpigs are demanding bigger salaries- they know or they think u will not dare recall them or have them resign enmasse because the cost of the by-elections would be prohibitive.....

We need more light on the situation (itemized) - however, its worth knowing that elections are not cheap...
from the top of my head the following are required
the county has kindu 900 polling stations (not polling centres) spread over 6 constituencies - each will hire 5 individuals to conduct the election for 10 days (training, pre election stuff and post election stuff). ball park figures of 1500 per day per person gives 67 million on labor only
for the polling station (regulation calls them polling stations and not streams)
- meals for these fellow for
for 303k voters (count the ballots), a factor of the same for
- indelible ink
- papers
- erasers
- pens
a register for each polling station ( not sure if the EVIDs have a cost other than cost of loading the data by KYMs)
security for each polling centre (not sure the cost)
fuel for vehicles
staff at the county returning officer office.

but they need to itemize it - 400m will just give sticker shock to most kenyans.
