Aricle 147(3) says: Subject to Article 134, when the President is absent or is temporarily incapacitated, and during any other period that the President decides, the Deputy President shall act as the President.

In absence of the President, he is the president. There is a story here about it:

By the way.

But the Constitution also spells out what the Deputy President cannot do when his boss is absent. He cannot nominate or appoint judges, cabinet secretaries or ambassadors, confer honours or pardon offenders.

Teething problems!

Now that you have pointed it out and am sure there are others who have noted it too, Itarekebishwa.

Meanwhile I feel Ruto is trying and the face of Deputy President (formerly VP) Office is changing from ceremonial to one with some real job to do.

Law 1 of 48 Laws of Power

Never Outshine the Master

Always make those above you feel comfortably superior. In your desire to please or impress them, do not go too far in displaying your talents or you might accomplish the opposite – inspire fear and insecurity. Make your masters appear more brilliant than they are and you will attain the heights of power.

Methinks the only gap is that for military to be deployed anywhere on security operations, Parliamentary approval must be sought. Otherwise internal security is a preserve of the police. Am sure an MP will noisily raise this matter in the house. At the same time, much as William is becoming popular with his assertiveness, he could be eating his own tail politically. I hope he has no plans for 2017 against UK!
