IEBC cannot be trusted to handle elections...

From the quote above, according to Raila, there is no problem with the presidential system per se. The problem is the Kenyans who cannot be trusted to elect Raila... oops, the "right" president
Never count on making a good sale. Have the purchase price be so attractive that even a mediocre sale gives good returns.

Raila is joking - the constitution cannot be changed on those areas without a referendum. Kenyans not 'kenyans' decided to have the presidential system.
