The 15% allocation is exactly the point. Central remains with 85%. You do realize this form of allocation is not exactly new. We have had CDF for several years now (albeit smaller percentage). Still constituencies that received disproportionate amounts of central government support thrived more than their peers.
The 85% will be allocated to infrastructure and other big budget projects. For example, who decides whether an 8-lane highway will be built from Nairobi to Thika instead of to Naivasha or Sultan Hamud? Yet these projects massively transform the counties where they are located. Think of the massive amount of wealth unleashed in Kiambu, Muranga and parts of Machakos county solely on the strength of the highway and its feeder roads.
Attracting external investors and getting extra support from central government are not mutually exclusive. Why not have both? The end objective is to uplift the living standard of the people. For governors with foresight, a good working relationship with UK is not optional. Stonewalling will hurt the governor badly.

Prudent governors will weigh the pros and cons of needlessly fighting central government versus delivering tangible services. Smart governors like Mutua and Kidero know they need goodwill from central government. After 5 years, you will not be reelected governor because of how hard you fought UK or supported RAO but by your performance compared to your peers in other counties. Even hardcore UK supporters like Kabogo may not survive in 2017 if he does not pull up his socks.

The 15% allocation to counties from the national budget aint something the Governors are supposed to beg from the national govt, it's a constitutional allocation. Governors must be innovatibe to make a mark in the counties, this includes, expansion and efficient revenue collection, attraction of investors and donors to their counties and many other things....the idea is not to spend the whole time sucking up to the president to send goodies their way!!!
