Raila tells CORD governors to implement CORD manifesto

Now I understand why the central government wants to retain the county commissioners. Seems that without them, the government will be held at ransom by the non-Jubilee governors.

I think we are in a transition period. We are used to a strong executive previously, now there is devolution.

Before we castigate Raila, who seems to be the devil in this country, we need to critically analyse what role the Governors will play, remember they are not PCs who used to wait for instructions from central government.

Have we really understood how devolution will work w.r.t central government?

what happens to cases where a governor has own manifesto, or party's, different from Central gava's?

Wazuans, kindly be a bit analytical, it pays, especially with your levels of education (this i presume). Make a difference to society, intellectually

It is not about Raila, but can Jubilee force Joho for example to implement their manifesto?. what level of independence does the governor have over reources at his control?

To think that the governors can hold the central government ransom is utopia. It is the other way round. Central government controls about 1 trillion revenue. Nairobi city council was at less than 10B. All counties including Nairobi (even if it reaches 30B in revenue) have needs that far outstrip their revenue and this will not change any time soon.

Look no further than the way CORD's heavyweight governors like Mutua and Kidero are sucking up to UK. Even Joho's militant stance will be tampered by harsh realities in a couple of months. A fight with UK will hurt governors far much more than the president.

People should get alive to the reality of devolution, chest thumping will not help any, what is 1 trillion when you still have to beg and take loans to meet your budget anyway!!!!

Was responding to those saying CORD governors will hold central government ransom which itself is bony chest thumping. 1 trillion is a lot of money compared to the many counties which have not hit the 1 billion mark in annual revenues yet have almost zero infrastructure. Also remember, county governments also have debts.

Prudent governors will weigh the pros and cons of needlessly fighting central government versus delivering tangible services. Smart governors like Mutua and Kidero know they need goodwill from central government. After 5 years, you will not be reelected governor because of how hard you fought UK or supported RAO but by your performance compared to your peers in other counties. Even hardcore UK supporters like Kabogo may not survive in 2017 if he does not pull up his socks.

Each county should have its own manifesto, after all each county is distinct. However, their manifesto should be aligned to the national government manifesto.

Pamba's statement is in bad taste. Of late he has been keeping himself busy visiting govarners, soon the governers will be busy and would not allow a retiree to waste their time.

The 15% allocation to counties from the national budget aint something the Governors are supposed to beg from the national govt, it's a constitutional allocation. Governors must be innovatibe to make a mark in the counties, this includes, expansion and efficient revenue collection, attraction of investors and donors to their counties and many other things....the idea is not to spend the whole time sucking up to the president to send goodies their way!!!
